The creation of the CDO-IC is part of the implementation of the Integrity for Partnerships and Jobs or Project l4J, an initiative of the European Union, German Federal Ministry for Economic Cooperation through Konrad Adenauer Stiftung, European Chamber of Commerce of the Philippines (ECCP), Centrist Democracy Political Institute (CDI), League of Cities of the Philippines (LCP), League of Municipalities of the Philippines (LMP), and League of Provinces of the Philippines (LPP).
Project I4J aims to mainstream integrity in the bureaucracy, building capacities, improve the implementation of anti-red tape and strengthen city government's project monitoring efforts through partnerships between the business sector and civil society.
