Written by NLB
THE Office of the City Human Resource Management Officer was a Bronze Awardee in the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) category of the ‘Parangal at Pasalamat’ program of the Civil Service Commission regional office (CSC-10) held on Wednesday, Sept. 30, at the Mallberry Suites Business Hotel, this city.

PRIME-HRM is the CSC’s primary framework for transforming public sector HR into a driver of good governance.

The Office of the City Human Resource Management Officer personnel headed by Xsyclyn Faith ‘Kansai’ Lumbatan personally received the award along with Vice Mayor Jocelyn ‘Bebot’ Rodriguez, City Budget Officer Atty. Percy Salazar, City Administrator Atty. Roy Hilario Raagas and City Legal Office representative Atty. Czarlmagne Leonardo.

The Bronze Award follows the Office of the City Human Resource Management Officer’s achievement on reaching Level 2 Maturity Rating in the regional level with a perfect 100 percent score across all human resource pillars.

This came after a two-day onsite assessment conducted by the Civil Service Commission (CSC) Region 10 held last April 15–16, 2026, at the City Mayor’s Conference Room.

Level 2 ‘Intermediate’ status is an indication that the city's HRM practices are now fully process-defined and compliant with global standards.

Today’s awarding ceremony is a culmination of Civil Service Commission Region X’s 126th Philippine Civil Service Anniversary celebration with the theme: ‘Puso, Dangal at Galing para sa Bayan.’ (NLB/CIO/photos by Jhoanne Abejo/CIO)
