April Joy C. Rica, a Barangay Coordinator under the City Community Affairs Department (CCAD), helped a woman gave birth in a taxi after it stopped on the roadside. The woman and her husband, desperate for assistance, found a lifesaver in Joy.
Drawing on her training and compassion, she ensured the safe delivery of the baby.
Joy’s simple act of kindness showcased what it means to be a true public servant—ready to serve anytime, anywhere.
Her actions brought immense joy to the family and pride to the Local Government Unit of Cagayan de Oro (LGU-CDO).
