21ST CITY COUNCIL APPROVES RESOLUTIONS, ORDINANCES

FOUR resolutions and seven ordinances were passed by the 21st City Council during their regular Monday afternoon (Oct. 13) session presided by Vice Mayor Jocelyn 'Bebot' Rodriguez. These were:
 
1. Proposed Resolution Nos. 2025-58 - 2025-59- Declaring as operative in their entirety, effective on the date fixed therein, the respective barangay ordinances covering the Annual Budget for CY 2025 of Barangay No. 28 with an estimated income of P4,105,640.00 (Ordinance No. 025-04, Series of 2025) and Barangay No. 38 with an estimated income of P3,098,894.00 (Ordinance No. 02, Series of 2024).
 
2. Proposed Resolution No. 2025-60- Adopting the Order of the Committee on Ethics and Blue Ribbon on BR Case No. 2024-08, Edgardo S. Tejano (Complainant) versus Hon. Lancelot B. Padla, Punong Barangay of Barangay Canitoan (Respondent), dismissing the complaint for lack of merit as stated in the Order dated September 29, 2025.
 
3. Proposed Resolution No. 2025-61-Electing Councilors Paolo Nicolo Gaane and Al P. Legaspi, Sr. as additional members of the Committee on Education and amending Resolution No. 15422-2025 (21st City Council Committee Composition) accordingly.
 
4. Proposed Resolution No. 2025-62- Declaring as operative in its entirety, effective on the date fixed therein, Ordinance No. 10, Series of 2024, of the Barangay Council of Barangay Nazareth entitled 'An Ordinance prohibiting the sale of alcohol and cigarettes to minors and regulating sales in close proximity to schools.'
 
5. . Proposed Ordinance No. 2025-80 – Changing the nomenclature of the vacant position 'Plumber II' (Item No. 158/SG-5) to 'Administrative Aide V (Plumber II)' (SG-5) in the plantilla of the Office of the City Engineer, per DBM Circular No. 2004-3, Section 5(5.5), dated March 6, 2004, with minimum qualifications of Elementary School Graduate, no required experience or training, and Plumber eligibility (MC 10, s. 2013-Cat II).
 
6. Proposed Ordinance No. 2025-81-Authorizing the Honorable City Mayor Rolando A. Uy to enter into and sign a Memorandum of Agreement (MOA) with the Philippine Statistics Authority (PSA) for the use of the updated software Philippine Civil Registry Information System (PHILCRIS) to improve civil registry information management in a more user-friendly and efficient way under the terms and conditions stipulated therein.
 
7. Proposed Ordinance No. 2025-82-Authorizing the Honorable City Mayor Rolando A. Uy to enter into and sign a Memorandum of Agreement (MOA) with the Mindanao Consortium on Surgical Training (MCOST), represented by Dr. Jose Rhoel C. De Leon, covering the collaboration for the training of MCOST Residents in surgery at JR Borja General Hospital (JRBGH) under the terms and conditions stipulated therein.
 
8. Proposed Ordinance No. 2025-83- Authorizing the Honorable City Mayor Rolando A. Uy to enter into and sign a Memorandum of Understanding (MOU) with the Kabang Kalikasan ng Pilipinas Foundation, Inc. (KKPFI), also known as WWF-Philippines, represented by Executive Director Ms. Katherine Custodio, for Cagayan de Oro City’s inclusion in the project 'One Planet Cities (OPC)' under the terms and conditions stipulated therein.
 
9. Proposed Ordinance No. 2025-84-Approving the Development Permit (DP) of the Keilana Heights Subdivision Project located in Barangay Lumbia, Cagayan de Oro City, with an area of 80,442 square meters containing 510 lots (under BP 220), as applied for by Keilana Resource and Development Corporation, represented by Ms. Rechelle A. Ocampo, subject to conditions set by the Office of the City Engineer, City Housing and Urban Development Department, City Planning and Development Coordinator, and other agencies.
 
10. Proposed Ordinance No. 2025-85 – Approving the application of Indahag Square Garden, represented by Mr. Nilo T. Singsing, for a Special Permit to hold a 4-Stag Derby on October 25, 2025, at the said cockpit in Sitio Lomboy, Barangay Indahag, Cagayan de Oro City.
