CITY COUNCIL PASSES WATER SUPPLY PACT, 13 MEASURES IN SESSION

AN emergency water supply agreement with Northern Mindanao Medical Center (NMMC) was among one of 12 ordinances and two resolutions passed by the 21st City Council during their regular Monday afternoon (Oct. 27) session presided by Vice Mayor Jocelyn 'Bebot' Rodriguez.
 
The legislation approved by the council were:
 
1. Proposed Resolution Nos. 2025-79 to 2025-82 declare as operative the barangay ordinances covering annual or supplemental budgets for Barangay No. 21 (P204,477.00), Barangay Iponan (P5,572,472.00), Barangay Kauswagan (P2,184,799.00), and Barangay No. 19 (P3,794,679.00), effective on their respective dates.
 
2. Proposed Ordinance No. 2025-100 appropriates P9,725.57 from savings under 'Personal Services-Salaries and Wages-Regular, Item No. 24 (Computer Programmer II)' of the HRMO Office for payment of unpaid salaries and benefits of Ms. Jemimah Mercy L. Balaba, Administrative Assistant VI, for October-December 2024.
 
3. Proposed Ordinance No. 2025-101 appropriates P8,500.48 from savings under 'Personal Services–Salaries and Wages-Regular, Item No. 6 (Private Secretary II)' of the City Mayor’s Office for payment of unpaid salary differential of Ms. Dinah Jill G. Migallon, Administrative Officer IV, for December 2-31, 2024.
 
4. Proposed Ordinance No. 2025-102 appropriates P7,649.00 from savings under 'Personal Services-Salaries and Wages-Regular, Item No. 60 (Local Assessment Operations Officer II)' of the City Assessor’s Office to pay salary differentials and compensation for 2024 to Edna D. Fabricante (P1,957.00), Fritz Benedict P. Galarpe (P782.00), Pat Roed F. Magto (P555.00), Ceria L.
Templa (P2,261.00), Teresa Zelena A. Tolentino (P1,188.00), and Alvie B. Vacalares (P906.00).
 
5. Proposed Ordinance No. 2025-103 appropriates P83,000.00 from "Personal Services–Terminal Leave Benefits' of the City Economic Enterprises & Business Development Administration to pay terminal leave benefits to Reuben Mateo G. Reyes (P70,000.00, deceased November 20, 2024) and Leonil Bong Redublado (P13,000.00, deceased October 18, 2024).
 
6. Proposed Ordinance No. 2025-104 authorizes the City Accountant to charge P85,680.00 to 'Peace and Order Development Program, Anti-Criminality Program-Support to Police Operations' in the 2025 Annual Budget for payment of five handheld radios and four other items per Delivery Receipt No. 0916 dated March 26, 2021.
 
7. Proposed Ordinance No. 2025-105 authorizes the City Accountant to charge P65,840.00 under 'Maintenance and Other Operating Expenses (MOOE)' in the 2025 Annual Budget of the City Information Office to pay prior years’ various accounts per specified Purchase Requests and Orders.
 
8. Proposed Ordinance No. 2025-106 authorizes the City Accountant to charge P413,475.00 under 'MOOE' in the 2025 Annual Budget of the Office of the Sangguniang Panlungsod-City Secretary to pay prior years’ various accounts per corresponding Purchase Requests and Orders.
 
9. Proposed Ordinance No. 2025-107 authorizes the City Accountant to charge P576,637.00 under 'MOOE' in the 2025 Annual Budget of the City Health Office to pay prior years’ various accounts per specified Purchase Requests and Orders.
 
10. Proposed Ordinance No. 2025-108 authorizes City Mayor Rolando A. Uy to enter into a MOA with Northern Mindanao Medical Center, represented by Dr. Jose C. Chan, for providing emergency water supply during disasters and shortages through the City DRRMO.
 
11. Proposed Ordinance No. 2025-109 approves the 2026 Annual Budgets of the General Fund (P8,288,070,808.00) and Special Account–Local Economic Enterprises/Utilities (P1,261,929,192.00) to finance corresponding expenditures for CY 2026.
 
12. Proposed Resolution No. 2025-83 confirms the appointment of Dr. Jestoni P. Babia as UC President III (College President III, Item No. 1, SG 29/1) of the City College of Cagayan de Oro with all rights and privileges.
 
13. Proposed Ordinance No. 2025-110 institutionalizes the celebration of Education Innovation Week in Cagayan de Oro every third week of November and for other related purposes.
 
14. Proposed Ordinance No. 2025-111 renames 'Mambuaya Elementary School (MES)' in Barangay Mambuaya to 'Mambuaya Central School (MCS)' as recommended by the Local School Board. (MDS/CIO/Photos by: Johnel Neri/CIO)
