THE Jan. 19 regular afternoon session of the 21st City Council presided by Vice Mayor Jocelyn 'Bebot' Rodriguez, included the approval of the annual budget for several barangays and the deadline extension of the business permit renewal for city based businesses to March 31.

The following ordinances and resolutions were approved:

 

1. Proposed Resolution Nos. 2026-203 to 2026-207 (omnibus approval)

a) PR No. 2026-203 declares operative Ordinance No.

 

2-2025, Series of 2025 of Barangay No. 28, covering its CY 2026 Annual Budget with an estimated income of P4,478,147.00.

 

b) PR No. 2026-204 declares operative Ordinance No. 2025-002, Series of 2025 of Barangay No. 30, covering its CY 2026 Annual Budget with an estimated income of P5,484,322.00.

 

c) PR No. 2026-205 declares operative Ordinance No. 003, Series of 2025 of Barangay No. 13, covering its CY 2026 Annual Budget with an estimated income of P4,586,485.00.

 

d) PR No. 2026-206 declares operative Ordinance No. 1013 I, Series of 2025 of Barangay Bulua, covering its CY 2026 Annual Budget with an estimated income of P54,626,269.00.

 

e) PR No. 2026-207 declares operative Ordinance No. 002-2025, Series of 2025 of Barangay No. 26, covering its CY 2026 Annual Budget with an estimated income of P6,557,710.00.

 

2. Proposed Resolution Nos. 2026-208 to 2026-214 (omnibus approval)

a) PR No. 2026-208 declares operative SK Resolution No. 001, Series of 2025 of Barangay Bonbon, covering its CY 2026 Annual Budget with an estimated income of P1,610,810.00.

 

b) PR No. 2026-209 declares operative SK Resolution No. 022, Series of 2025 of Barangay Bugo, covering its CY 2026 Annual Budget with an estimated income of P4,716,684.00.

 

c) PR No. 2026-210 declares operative SK Resolution No. 2025-011 of Barangay No. 14, covering its CY 2026 Annual Budget with an estimated income of P557,240.00.

 

d) PR No. 2026-211 declares operative SK Resolution No. 12-003, Series of 2025 of Barangay Kauswagan, covering Supplemental Budget No. 1 for CY 2025 with an estimated income of P438,641.00.

 

e) PR No. 2026-212 declares operative SK Resolution No. 19, Series of 2025 of Barangay No. 35, covering Supplemental Budget No. 1 for CY 2025 with an estimated income of P324,000.00.

 

f) PR No. 2026-213 declares operative SK Resolution No. 01, Series of 2026 of Barangay No. 05, covering its CY 2026 Annual Budget with an estimated income of P66,827.00.

 

g) PR No. 2026-214 declares operative SK Resolution No. 071, Series of 2025 of Barangay Lumbia, covering its CY 2026 Annual Budget with an estimated income of P5,788,348.00.

 

3. Proposed Resolution No. 2026-215 accredits Shields of Faith Ministries Mindanao Philippines, Inc. (SFMMPI) for membership in local special bodies pursuant to DILG MC No. 2025-060 and the 1991 Local Government Code IRR.

 

4. Proposed Ordinance No. 2026-183 authorizes the City Mayor to sign a Permit to Enter allowing DPWH access to the City-owned lot under Lot No. 159-A, PSD-17866, TCT No. 232484, at Burgos St., Barangay No. 6, for surveys, clearing, testing, design, pre-construction, and related project activities.

 

5. Proposed Resolution No. 2026-216 congratulates the USTP Trailblazer Arnis Team members and Coach Dwight T. Esquierdo for finishing Top 6 out of 32 contenders in the MATS 2025 Competition (Appendix 'F' pp. 90–91).

 

6. Proposed Resolution No. 2026-217 expresses the 21st City Council’s full support for the 2026 Measles-Rubella Supplemental Immunization Activity and Vitamin A Supplementation pursuant to DOH and DILG advisories (Appendix 'G,' pp. 92-93).

 

7. Proposed Ordinance No. 2026-184 extends the deadline for renewal of business licenses and permits in Cagayan de Oro City from January 20, 2026 to March 31, 2026. (MDS/CIO/Jomar Figuracion/CIO)
